Standard Procedure


Our officers, as well as many other officers around the world risk their lives every day in the line of duty. This guide will attempt to teach the reader how to properly and safely detain a suspect. Because of the nature of a police officer's occupation, it is important to ensure the safety of both the suspect and the officer.

Preparation

Any officer who may be performing their duty should make sure they have all of their regulation equipment on hand:
-- Equipped with the standard uniform & badge, radio, body camera (GoPro Hero 5) mounted on the chest area, x1 pair of hand cuffs and body armor;
-- Nitestick (baton), standard-issue Glock 18, Remington shotgun and/or Heckler and Koch MP5 submachine gun.

Once the patrol officer assumes all of its equipment is in place, they may take their cruiser and go out on patrol, prioritizing certain areas depending on current duties and/or division (Gang Unit will prioritize higher risk areas and gang-influenced ones, crime suppression units will prioritize high-risk areas for shootouts, detective divisions will prioritize their casefile and/or areas of surveillance). The average patrol officer will instead patrol, but prioritize wanted people for capture.

Patrol Detainment

In Vehicle: The officer should use their megaphone to hail the suspect's vehicle. If the suspect refuses to halt, the officer should pursue them for 5 minutes before attempting to decommission their vehicle. Check here for drive-by exceptions . An officer may fire at the suspect's vehicle in an attempt to puncture their tyres. An officer may also maneuver the suspect's vehicle into a disabling collision and/or deploy stingers when safe to do so. Officers should only use a firearm to decommission a vehicle if absolutely necessary as it can endanger the suspect's life. If the suspect is endangering the lives of others, it is justifiable to attempt to decommission the vehicle earlier than recommended (( If the suspect's vehicle have a shooter )). Once the suspect's vehicle has been decommissioned, proceed on foot. The "ID Card Number"  in "Applicant Information" section should be a 8 digits number that starts with 009 to confirm reading the manual as example 00954683.

On Foot: If the suspect is armed and/or aggravated, the officer should not approach them or draw their own weapon. The officer should ask them repeatedly to drop the weapon and/or calm down. There is no fault in making a promise that cannot be kept in this scenario. If the suspect refuses to comply, the officer should draw their weapon of equivalent force. The officer must then warn the suspect that they will shoot if the suspect continues to be non-complacent. No officer is permitted to make an empty threat. If fire ceases, the officer should offer the suspect the option to surrender. Non-aggravated and non-armed suspects are considered complacent. If the suspect is complacent, the officer should approach the suspect slowly and un-armed, stopping approximately five meters away. The officer should then explain the suspect's situation to them as they continue to inspect the situation. Once the officer is sure of both their and the suspect's safety, they should have the suspect approach their vehicle. The officer should then have the suspect place their hands on the roof of the vehicle, if the officer is driving a specialized vehicle, such as a helicopter or motorcycle, the suspect should be instructed to raise their hands. The officer should then proceed to frisk the suspect. Once the suspect has been searched and cleared of any dangerous or illegal items, the officer should instruct them to place their hands behind their back so that they may place hand cuffs on the suspect's wrists. The suspect is then considered detained. Upon detention of the suspect, you are inclined to cite their "Miranda Warning". (Keybinds may be used for this purpose as it is optional):

-- "You have the right to remain silent. Anything you say can and will be used against you in a court of law. You have the right to an attorney. If you cannot afford an attorney, one will be provided for you. Do you understand the rights I have just read to you? With these rights in mind, do you wish to speak to me?"

Post Detainment

Once the suspect has arrived at the precinct, the officer should aid them out of the cruiser and follow the suspect into the precinct. Once inside the precinct the officer should take the lead, to the precinct's processing room, where an interview would take place. During the interview the officer must obtain all available information without the means of violence. After the interview, if the suspect has proved to be innocent, they should be released from police custody as soon as possible. If they continue to appear guilty, the officer must bring the suspect to the precinct's holding cells, where they will serve their detention before their trial. It is up to the officer to decide whether or not they believe the suspect could be guilty. Improperly released suspects can be detained again if the need arises. Only write your full name in the respective fields during the pledges section.

Force of Matrix

-- If the suspect wields no weapons, then the officer should refrain from using weapons as well.
-- If the suspect is wielding a blunt force melee weapon, the officer should only use their melee weapon.
-- If the suspect wields a bladed weapon or a firearm, the officer should use any resources available.
-- If the suspect has cracked the officer's armored plate, then the use of firearms is permitted regardless of the suspect's weaponry.
-- If the suspect drops his firearm to surrender, The officer must hold his fire till he secures the suspect.

Code of Conduct

-- Uphold the laws of San Andreas and it's constitution.
-- Respect all law enforcement agents.
-- Do not change a person's priority level unless there is a logical reason.
-- Never use department vehicles for personal purposes.
-- Always return department vehicles after use.
-- Only remove or change into your uniform while inside a police department.
-- Do not attempt to contact any department on behalf of your application.
-- The meaningful destruction of a priority three or less suspect's vehicle is strictly prohibited.
-- Cadets are not permitted to go on duty alone.
-- When there are more than one officer on duty, always patrol in pairs.
-- Use proper escalation of force during all investigations.
-- Obey the Handbook of Operations at all times.
-- You must attempt to hail a suspect three times over the course of one hour (In-game, 5mns real life time) before attempting to disable their vehicle.
-- Do not, under any circumstances, falsify or fail to file an arrest report. When dealing with players in organization skin.
-- If there is any reason to believe a player is in-capable of RP, you may not want them for an in-character reason.
-- Courtroom role-play is required upon request by the arrested player.
-- The org chat is OOC, Law chat is IC
-- When killed, You're not allowed to patrol around, You are allowed to go back for your vehicle only & must head back to the PD Station. You are allowed to leave the station only when the 5 minutes end.
-- Undercover skin cannot be used while driving cruisers. Moreover, undercover skin may be used by detective+ only.
-- Cadets cannot patrol alone, No exceptions.
-- Picking up organization pickups, entering the department's garage/interior/vehicles while wanted is NOT allowed & considered as powergaming.

Drive-By Exceptions

While in a pursuit, you are not allowed to fire at the suspect's vehicle, exceptions are as follows:
- You have received fire from the suspect's vehicle (He have a drive-by), You're allowed to only return fire which means if the drive-by stops firing, You have to do the same.
- The chase took longer than 5 minutes.
- The suspect is using a sport car (Infernus, Banshee, Cheetah, Bullet, Hotring Racer, Turismo, Super GT, Alpha, Buffalo, ZR, NRG-500, Comet. )
Even with an exception, SAPD Members are NOT allowed to destroy the suspect's vehicle, They are allowed to only fire at the vehicle's wheels and/or aim for the shooter/driver whenever it's possible.

(Out of Character) WANTED LEVELS

Wanted levels equal an amount of minutes in jail that a suspect will face once caught (either by giving themselves up and getting a reduced sentence at a police precinct, arrested and/or shot to death. Here's a small list, if there are any crimes not on this list you may use your common sense and give them a fair wanted level. Remember that charges do not stack, so if a player has murdered somebody (wanted level 2) but shot at an officer (wanted level 5) they will get wanted level 5, not wanted level 7.

Wanted level maximum is 8, which equals to eight minutes in jail.

Robbery - store robbery (3 stars), property robbery (4 stars)

Murder and/or aggravating assault charges - assault (1 star), aggravated assault/attempt at committing a murder/committing a murder (2 stars) & battery on a law enforcement officer (3 stars), battery on a law enforcement officer with a melee weapon (4 stars), assault on a law enforcement officer with an armed weapon/murder of a law enforcement officer (8 stars)

Fleeing and/or resisting an arrest - fleeing from the scene of an accident (hit and run - 1 star), fleeing from a police officer (2 stars), increase by 2 stars if suspect has less than 4 stars, aiding a suspect in fleeing from a law enforcement officer (3 stars)

Illegal weapon charges list -
Explosives & military-caliber weapons (RPG, grenades, satchel charges, Sniper Rifle) - 8 stars
Assault rifles & low-caliber rifles (M4, AK47, Country Rifle) - 7 stars
Shotguns (SPAS-12 & Shotgun) - 7 for SPAS, 5 for normal shotgun
Low-caliber automatic firearms (Uzi, Tec-9, MP5) - 4 stars
Pistol and/or small firearms (Desert Eagle/9mm Colt) - 3 stars
Melee weapon - 1 star

(Out of Character) OTHER ROLEPLAY
The department isn't all about arresting, shooting & wanted players, there are several means to roleplay:

  * Traffic Stops: Pulling over vehicles, checking for registration documents, license & ID Check. Know that you're not dealing with a wanted suspect therefore, You cann't just "get out and handsup", You cannot randomly frisk him without a valid logical reason.
Some might use this mean to CnR so if someone doesn't actually want to roleplay (doesn't pullover), just ignore it else you'll be spending the next 30mns of your life chasing an infernus.
Usually, you'll give fines in a traffic stop unless the person doesn't cooperate, roleplay handing fines properly.
Make sure to properly announce that you'll be making a traffic stop via your radio. There are a lot of stuff to roleplay such as checking licenses, running the plate number, doing a Breath Alcohol Test, checking vehicle registration

  * Road-Blocks: A bit similar to a traffic stop but you'll not be driving around. Make a proper road-block, organize the objects properly & don't just block everything.

  * Jailing players: There are a lot of things that you may actually roleplay while jailing a player. While taking a person to a jail, an officer is required to fill the arrest report at the station, which would include the charges pressed against the suspect. After that, the officer is supposed to take three pictures of the suspect, Front side, both right & left side. The officer may take the suspect to an investigation room if required to ask the suspect few questions, the suspect have the right to remain silent & ask for a lawyer at that time.
A court scene may be arranged, if enough members are online (2 PD members at least, someone to roleplay as a lawyer, an other for a judge)

  * Cleaning a shooting scene: After a shooting, you may roleplay cleaning up the scene, such as calling for medical support, securing firearms, checking bodies, closing the area...

  * Patrolling: You, as an officer, are not meant to just arrest people or do any of what I've mentioned above only. You still have your own duty, patrol around, roleplay having a break, checking civilians, you might even get someone to roleplay a simple robbery, jacking a handbag of a lady and/or trying to rob a shop.
